Well here are my findings. Well its kinda eazy to understand that Achura is the best pick
I made a long skillplan in eve mon for a Gallente PURE fighter. Inkluding Titan, Carrier, BS, BC, C, CommandShip, Drones for bouth T2 heavy and T2 medium, Bountyhunter, militaryconnection, Hardners, CPU, powergrid, CAP, Gunnery, + All the fighting skill you need. Like i said pure fighter.
All the skillz take about 3 years to get
Also the char start with geting all learning skillz 2 max exept presence level 5. Allso Efter geting E.memory and logic to level 4 i started traning for cybernetics 5 to be abel to get +5 implants
So before the char start traning it first gets +15P,+15I,+15M,+15M,+14C
So i started with the 3 vr of achura,
AI 7p 12i 6m 6w 3c = 1095D, 16H, 11M, 16S
AM 9p 8i 6m 8w 3c = 1067D, 16H, 30M, 20S
AS 8p 8i 9m 6w 3c = 1078D, 10H, 3M, 42S
So from this we get that achura monk has the fastest traning skills
So now we add 5 skillpoints with cap of 3 on one skill
P, I, M, W,
3 2 0 0 = 1001,12,13,59 (5)
3 0 2 0 = 999,18,59,27 (1)Winner
3 0 0 2 = 1002,03,35,45 (6)
3 1 1 0 = 1000,10,43,54 (2)

So what do we get from this, Per has the bigest impact, Memory is more important then int and will. And a combo of int and mem is better then will.
So the wining pick is Achura monk with 9p 8i 6m 8w 3c and adding +3p +2m giving a total of 12p 8i 8m 8w 3c
Things to think about when you pick this, Is that this is a achura char is traning for a GALLENTE fighter, i trains serveral Mil SP in drones so maybe thats why memory is so important. Allso i traings Military.Con and Bounty.H so thats a lot of char skillz.
At the end of the 999days it has 58Mil SP
When picking a gallente char from the bigining

Other achura combos for more then a fighter char maybe combining with produc/hulk/industri
